Ivyland, PA – American Governor Company (AGC) has been awarded a contract from long-time customer Pacific Gas & Electric (PG&E) to convert the mechanical governor at Kings River Powerhouse and provide various Field and Factory Repair services. Currently controlled by a Pelton Mechanical Cabinet Actuator, the 60,000HP Francis turbine at Kings River will be upgraded to fully redundant control: redundant Digital Governor PLCs; redundant EHIs; and redundant speed and position feedback devices. In addition, AGC will provide Spare Parts, On-Site Training, and Field Service support during the Demolition, Installation, Startup, and Commissioning phases of the project. AGC will also perform a Factory Overhaul of the Pelton/IMO oil pumps and provide a spare Distributing Valve bushing and plunger set.
Kings River Powerhouse is a single unit facility on the North Fork Kings River, located approximately 37 miles southeast of Auberry, California. The water for the Kings River plant originates from Wishon Reservoir, the lower reservoir for the Helms Pumped Storage Plant. After passing through the Balch 2 powerplant, it goes through Kings River powerplant and into Pine Flat Lake.
This underground plant was originally commissioned on March 7, 1962, with a vertical Francis turbine provided by the Pelton Division of Baldwin Lima-Hamilton and a synchronous generator provided by Westinghouse. The turbine is rated at 60,000 HP at a gross operating head of 798ft, and the generator, rewound by General Electric in March of 1990, has an increased nameplate rating of 54 MVA.
Kings River is considered a vital resource for CAL-ISO, as it has the ability to Black Start and can be used to supply the Sanger substation via either the Kings River-Sanger transmission line or the Balch-Sanger transmission line. Kings River is normally operated remotely from either the Balch 2 Powerhouse or PG&E’s Fresno Operating Center (FOC). The Dispatch Operator manually coordinates the generation and water flows produced by the Kings River and Balch 2 powerhouses, both on the Kings River, to satisfy CAL-ISO generation needs and PG&E water commitments.
Factory Acceptance Testing is anticipated for late summer 2018 with Commissioning to be completed by November 2018.
