US Army Corps of Engineers - Webbers Falls Governor Conversion Project
June 2009

American Governor Company will supply three governor conversion systems as part of an overall rehabilitation project at the US Army Corps of Engineers (USACE) Webbers Falls Powerhouse. The powerhouse features three (3) 30MW slant-axis Kaplan turbines.

The existing Pelton Mechanical Cabinet Actuators have become increasingly difficult to support and maintain, and the new digital controls will utilize the same Siemens PLC platform recently installed at their Fort Gibson Powerhouse, simplifying the integration of these unit controls into the USACE’s SCADA system. New touchscreen local operator control panels will provide enhanced control and monitoring functions.

American Governor will design the system control cabinets to fit in the existing governor cabinets and will provide new electrohydraulic valve manifolds, electronic position feedback devices, and new shaft-mounted Speed Signal Generator assemblies. The company will also provide pump rebuild kits and solenoid-operated unloader systems for the existing governor oil pumps.

Site services will include start-up, testing and training. Delivery is scheduled for October 2009.

 
East Bay Municipal Utility District - Pardee Governor Conversion
May 2009

American Governor Company has been awarded a contract for the East Bay Municipal Utility District (EBMUD) Pardee Powerhouse. For this project American Governor will supply and install two new digital governor / control systems.

Although continuing support for the existing Woodward 517 digital controls was being provided by American Governor, the customer elected to replace these proprietary systems with PLC-based digital controls so they can achieve platform commonality with other control systems in the plant and be able to maintain and modify the systems on their own. The new systems will include governing, unit start/stop control and monitoring functions, as well as automatic synchronizing and VAR/PF control functions.

The new cabinets will be designed as drop-in replacements for the existing cabinets to simplify installation. New color touchscreen operator panels will eliminate the need for numerous external meters and switches. The existing hydraulic system and electrohydraulic control valve manifold will be retained. A new position feedback device will be added for redundant position feedback. The existing redundant speed sensing capability and devices will be retained.

Site services provided by American Governor will include installation, start-up, testing and training services. Delivery will occur in November 2009, with installation and commissioning completed in January 2010.

 
Pacific Gas & Electric - Stanislaus Digital Governor Conversion
March 2009

American Governor Company has been awarded a contract for the Pacific Gas & Electric (PG&E) Stanislaus Powerhouse. For this project, American Governor Company will provide a new digital governor conversion system and commissioning and training services. The powerhouse features one (1) 81.9-megawatt hydro generator currently controlled by a Woodward Mechanical Cabinet Actuator.

The 6-needle Impulse unit will receive a digital control enclosure that replaces the existing governor control column, multiple electrohydraulic interface valve manifolds that will adapt to the existing deflector distributing valve and needle relay valves, and electronic speed and position feedback devices. The new digital control enclosure will feature redundant PLC controllers and a color touchscreen operator panel.

This plant plays an important role in PG&E’s power management in the region. Algorithms in the controller will provide advanced needle sequencing capabilities to improve the plant’s ability to respond to frequent load change requests. The redundant PLC arrangement is based on the same design implemented at PG&E’s Helms Pumped Storage Plant and is designed around a commercial, off-the-shelf Allen-Bradley Programmable Logic Controller (PLC) platform.

The new governor system will be installed in September 2009.

 
Pacific Gas & Electric - San Joaquin Governor Retrofit
March 2009

American Governor Company has been awarded a contract for the supply of a retrofit kit to replace the existing Woodward 723H digital governor at the Pacific Gas & Electric (PG&E) San Joaquin Powerhouse. PG&E elected to replace the existing controller after they experienced control faults with the system and learned that new 723H controllers were no longer available.

The new PLC-based governor will be designed to fit in the existing cabinet and will interface with the existing valve manifold and electronic position and speed sensing devices. A new color touchscreen local control panel will provide enhanced local control and monitoring functions.

Delivery is scheduled for June 2009, and American Governor will provide start-up and commissioning services.

 
US Army Corps of Engineers –NW Pacific Region- 146 Governor Conversions
December 2008

American Governor Company has been awarded a contract for the supply of 146 digital governor conversions at 21 US Army Corps of Engineers (USACE) powerhouses in the Northwest Pacific Region. The multi-year contract includes design, engineering, fabrication, testing and start-up services and is believed to be the largest number of governors ever purchased under a single contract.

The governor systems to be upgraded are a mix of Woodward, Pelton, Voest-Alpine and Allis-Chalmers units. One of the primary goals of the project is to standardize all the governors in the region to simplify support and maintenance.

American Governor will supply PLC-based digital controllers, electrohydraulic interface valve manifolds,and redundant speed and position sensing devices. AGC will also provide spare parts and training for each powerplant.

The first task orders for design engineering, system software packages and math models were received in June 2009.

 
Pacific Gas & Electric - Helms Modernization Project

Once again AGC has demonstrated its dominance and expertise in the hydro governor and plant controls market by being awarded a contract by Pacific Gas & Electric (PG&E) for the first of three governor modernizations at its Helms Pumped Storage Facility in beautiful Fresno County, California, on the edges of the Sierra National Forest.

The impressive Helms Pumped Storage Facility for PG&E involves two different lakes at different elevations in the Sierra National Forest. Water is pumped to the upper lake during periods of low power demand and used to generate power during peak power demand periods. The powerhouse itself is imbedded more than 1,000 feet into the side of a massive granite mountain. Helms, PG&E’s single largest hydro powerplant, has three 404-megawatt units and currently powers about 850,000 homes in California.

American Governor will be responsible for providing equipment, engineering, and site services for the modernization of the hydroelectric governor systems. The evaluation process for PG&E included consideration of prospective contractor’s past experience controlling pump/turbine units, their technical capability, and their past performance references for governor upgrades. Competitive pricing was also important.

US Army Corps of Engineers - Fort Gibson Modernization Project

American Governor Company has been awarded a contract for the United States Army Corps of Engineers (USACE) Fort Gibson Powerhouse and Dam project. For this project, American Governor Company will furnish four (4) new digital conversion systems and provide commissioning and training services. The powerhouse features four (4) 12.5-megawatt hydro generators currently controlled by Woodward Mechanical Cabinet Actuators.

USACE praised American Governor’s past performance supporting their existing units and on the digital conversions provided to USACE’s Bull Shoals facility in 2006. American Governor’s previous work with the US Army Corps of Engineers has proven that American Governor Company provides the necessary technical expertise, engineered products, management and site supervision that ensures smooth and successful projects. American Governor has provided over 100 digital upgrades in its seven years of operation and has also worked with over 750 hydropower plants in North America.

US Bureau of Reclamation - Hoover Dam Modernization Project
December 2007

American Governor Company has been awarded part of the Hoover Dam Modernization project. AGC is providing PLC based controls for the mission critical Pressure Relief Valve (PRV) safety system. The PRV system relieves pressure in the penstock when the governor system malfunctions.

By properly controlling the water flows, the PRV extends the useful life of the generation systems at Hoover Dam.

 
Pacific Gas & Electric - Kern Canyon Governor System Upgrade
September 2007

American Governor Company has been awarded the Kern Canyon governor system upgrade by PG&E. The project includes a fully redundant governor system, new hydraulic power unit, and new servomotors. AGC will also perform site installation services.
